I checked with our Jamaica Bay Unit managers and they tell me that that area(s) that you're referring to are not within the boundaries of our park but are in fact New York City property. I'm not sure which New York City agency you should direct your inquiry to, but perhaps the 311 information line could point you in the right direction.
